Oil export: NUPRC begins real-time monitoring to deal with losses

The Nigerian Upstream Petroleum Regulatory Fee says it’s set to boost transparency and accountability in Nigeria’s oil and gasoline sector by means of the implementation of the Advance Cargo Declaration Resolution and the Engineering Audit of Upstream Measurement Gear and Amenities.

It mentioned in an announcement that the plan is to trace the motion of crude being exported in another country for the aim of transparency and accountability.

The fee disclosed that these initiatives are being executed in collaboration with P-Lyne Power and PE Power Restricted.

Whereas the Advance Cargo Declaration Resolution might be carried out by P-Lyne Power, the Engineering Audit might be executed by PE Power Restricted.

It was acknowledged that the Advance Cargo Declaration Resolution is designed to ascertain a strong framework for declaring and monitoring crude oil transportation and exports from Nigeria.

“Its main aims embody monitoring and accounting for the motion of crude oil throughout the nation, stopping disruptions, theft, and under-declaration, and guaranteeing that solely licensed merchandise are exported,” the assertion disclosed.

It added that the answer may even allow real-time monitoring, reconciliation, and reporting of crude oil exports, thereby facilitating correct income billing and era.

However, the Engineering Audit of Upstream Measurement Gear and Amenities goals to ascertain dependable baseline information for all measurement factors, establish gaps in manufacturing and allocation measurement, and implement focused interventions to boost metering infrastructure.

It addresses vital points equivalent to out of date gear, the dearth of a complete database, and the absence of real-time manufacturing measurement.

“These challenges have been recognized as important contributors to grease losses, with inaccurate measurement accounting for a considerable portion of crude oil losses in Nigeria,” the assertion added.
