Nepal PM Balendra Shah unveils 100-point reform plan: Jobs to digital ID and national complaint system

The first cabinet meeting at Singha Durbar approved several key decisions, said Education, Science and Technology Minister Sasmita Pokharel, who also serves as the government spokesperson.
The Balendra-led government has taken some key decisions as part of its reform plan. Here are some of the key decisions:
The government will provide rehabilitation and job opportunities to people affected by the September 2025 Gen Z movement within 100 days. It also said a high-level investigation committee will be set up within a week to find out what actually happened on September 9, 2025.
The government also paid tribute to people who lost their lives in past movements, including the Genji Movement held on Bhadra 23 and 24.
In addition, another committee will be formed within 15 days to look into the assets and wealth of public officials.
Every ministry has to create a 10-point action plan within seven days, along with KPIs. They will also have to report their progress every month to the Prime Minister’s Office, so work is tracked regularly.
Instead of following only one party’s agenda, the government plans to combine key promises from all political parties into a shared ‘National Commitment,’ considering future budgets and policies.
A task force will be formed within seven days to prepare a discussion paper on possible changes to the Constitution. The focus will be on improving the electoral system, review boards, committees, and projects.
The government will issue a formal apology within 15 days to Dalit and other historically marginalized communities for past injustices. It will also introduce reforms and programs aimed at improving their social and economic conditions.
The number of central government ministries will be reduced to 17 within 30 days. The government plans to simplify the administrative work. So, decisions will pass through a maximum of three levels, instead of several layers.
Government employees and teachers will not be allowed to have political party links. Politically affiliated unions will be removed. From the next financial year, teacher pension and records will be handled by provincial governments instead of the central system.
Within 15 days, the government will set national standards for studying how offices are structured and managed, so systems can be improved.
Every job will have clear targets within 45 days. A proper review system will also be set up within 90 days to check how well employees are performing. A digital system will be developed within three months to manage employee records, postings, and performance automatically.
New service centres will be opened in major cities for citizens, working at least 12 hours a day, where people can access multiple government services in one place.
The National ID will become the main identity for all services. People will also be able to get documents like passports or citizenship copies from any district office. The postal system will be upgraded so important documents can be delivered directly to people’s homes.
A national complaint system will be launched where people can raise issues 24×7 through apps, phone calls, or social media. The existing ‘Hello Sarkar’ system will be improved into a real-time platform where citizens can directly interact with the government.
The government will upgrade its internal digital office system within 100 days to make work faster. It will also use the ‘Ask Once’ policy where it will auto-fill your data using your ID within 60 days.
All illegal betting apps and websites will be shut down within 24 hours.
The government will fix minimum prices and ensure timely payments to farmers. Digital records will be created and solutions provided within a set timeline. Illegal encroachments will be removed quickly.
Hospitals must reserve 10% beds for free treatment.
