US offers 15-point ceasefire plan to Iran, check what's on the table

Amid the ongoing US-Iran-Israel war, Washington has reportedly put forward a detailed proposal aimed at halting hostilities and laying the groundwork for a broader agreement.

The proposed framework includes a month-long ceasefire and a set of conditions addressing Iran’s nuclear programme and regional activities.

Speaking about the situation, United States President Donald Trump said the US was in contact with Iranian representatives willing to negotiate.
He stated that the US was holding talks with “the right people” in Iran who “want to make a deal so badly.” He added that both sides were “in negotiations right now”, though he did not disclose details of the discussions that could potentially bring an end to the three-week-long conflict.

What has the US proposed to Iran?

According to a report by Israel’s Channel 12, cited by News18, the Trump administration has presented Iran with a 15-point proposal outlining the terms for ending the conflict. The plan reportedly includes strict curbs on Iran’s nuclear programme and guarantees for maritime security in the Gulf.

The report noted that Israeli officials are worried that Washington may push for a preliminary framework agreement rather than ensuring that all conditions are met before hostilities cease.

Sources familiar with the process told Channel 12 that Trump’s special envoy Steve Witkoff and his son-in-law Jared Kushner are involved in shaping the negotiations, which could begin with a month-long ceasefire period during which both sides would discuss the broader agreement, as per News18.

Separately, The New York Times (NYT), citing two anonymous officials, reported that the proposal was transmitted to Tehran through Pakistan, which has reportedly offered to act as a mediator.

What are Washington’s key conditions to Tehran?

According to the Channel 12 report, some of the requirements that the proposal includes are as follows:

– Iran must dismantle its current nuclear capabilities.

– Tehran must pledge never to develop nuclear weapons.

– Uranium enrichment would not be allowed within Iranian territory.

– Around 450 kg of uranium enriched to 60% would be handed over to the International Atomic Energy Agency (IAEA).

– Nuclear facilities at Natanz Nuclear Facility, Isfahan Nuclear Technology Centre, and Fordow Fuel Enrichment Plant would be dismantled.

– The IAEA would receive full inspection rights and monitoring access inside Iran.

– Iran would move away from its regional proxy strategy.

– Funding, training and arming of allied militias across the region would cease.

– The Strait of Hormuz would remain open as an unrestricted shipping route.

– Iran’s missile programme would face limits on range and stockpile levels.

– Any future missile use would be restricted strictly to self-defence.

What could Iran receive in return?

In exchange, Iran could see sweeping economic relief. According to Channel 12, sanctions imposed by the international community would be fully lifted. The US may also assist Iran with civilian nuclear energy development, including electricity production at the Bushehr Nuclear Power Plant.

The report added that the “snapback” sanctions mechanism — which allows penalties to be automatically reinstated if Iran violates the agreement — would also be removed.

However, Israeli officials have reportedly expressed concern that a ceasefire agreement reached before final terms are settled could allow Iran to gain strategic leverage.

Iran, for its part, has denied engaging in talks with Trump and warned that it could escalate strikes on energy infrastructure across the Gulf if US and Israeli attacks continue.

Israel has also indicated it is not involved in any reported negotiations and intends to continue targeting military assets inside Iran.
