Botswana Advances Industrial Hemp Cultivation: Regulatory Framework and Economic Diversification Take Centre Stage

Botswana is poised to significantly diversify its agricultural sector with the successful completion of initial proof-of-concept trials for industrial hemp cultivation. President Advocate Duma Boko announced that the pilot project, conducted at the National Agricultural Research and Development Institute (NARDI) in Sebele, has validated the viability of growing the versatile crop within the nation’s climatic conditions. This development marks a critical step towards integrating cannabis into Botswana’s agricultural output, promising new economic opportunities and value chain development.

The presidential endorsement underscores a strategic commitment to legalising and operationalising hemp cultivation. President Boko highlighted that seeds, sourced from Bulgaria, Europe, demonstrated robust germination and growth in Botswana’s soil, even yielding a unique purple hue previously unobserved in European varieties. This suggests a potential for Botswana to contribute novel research and development to the global hemp industry. The economic projections are promising, with estimates indicating a potential return of P50 per gram, with each plant yielding between 30 to 50 grams, presenting a substantial revenue stream for producers.

The government plans to make these seeds available to farmers at affordable rates, contingent upon compliance with regulations set by the Drug Enforcement Agency (DEA). The DEA’s active involvement is crucial for monitoring Tetrahydrocannabinol (THC) levels, ensuring adherence to legal thresholds for industrial hemp while also overseeing the cultivation of medicinal cannabis. Medicinal cannabis, with its higher THC content, will also be pursued for its therapeutic properties and high market value, necessitating stringent regulatory oversight.

This initiative is expected to generate employment and income across various sectors, including farming, transportation, and processing. Furthermore, it opens avenues for Botswana to engage with the international pharmaceutical sector. Assistant Minister of Lands and Agriculture, Mr Motsamai Motsamai, emphasised that this move represents a significant diversification beyond traditional agriculture and livestock, fostering greater economic resilience and reducing dependence on the diamond commodity.
