Zulum Approves Salary Arrears and Leave Allowances for Borno Workers

Governor Babagana Zulum has authorised immediate disbursement of promotional salary increments and leave allowances to Borno State civil servants following a closed-door meeting with representatives from the Nigeria Labour Congress, Trade Union Congress and National Union of Local Government Employees at the State House in Maiduguri.
The governor directed that promotion-related salary adjustments be released promptly to all civil service personnel covering the 2023/2024 and 2024/2025 advancement cycles, whilst leave entitlements be distributed to eligible workers for the 2025 period.
He additionally mandated a comprehensive examination of outstanding salary obligations owed to secondary and tertiary education sector employees, with anticipated resolution scheduled for September 2026.
The directives followed recommendations submitted by the Directorate of Establishment within the Office of the Head of Service, which had evaluated implementation pathways for adopting the federal minimum wage framework across the state.
The governor established a committee chaired by the Commissioner for Local Government and Emirate Affairs to examine and propose revised compensation structures and terminal benefit arrangements for local government workforce personnel.
The committee was instructed to engage all relevant parties, analyse prevailing statutory frameworks and assess the composition of the local government labour force before presenting conclusions within fourteen days.
The governor separately instructed the Directorate of Establishment to formulate a recruitment strategy for fresh civil service appointments, predicated upon evaluation of personnel shortages, particularly in technical and professional disciplines depleted through retirement and workforce migration.
