Egypt’s FRA Extends Debt Collection Registration Deadline to January 2027 Amidst Regulatory Overhaul

The Financial Regulatory Authority (FRA) has granted a six-month extension to companies and entities within the non-banking financial sector, pushing the deadline for compliance with debt collection registration requirements to 22 January 2027. This move is designed to provide crucial additional time for businesses to meet stringent registration criteria, thereby strengthening regulatory oversight and curbing unregulated practices within the debt collection industry.

Issued under Board Decision No. 139 of 2026, the extension signifies the FRA’s commitment to a phased approach in its regulatory efforts. To date, the authority has successfully registered two debt collection companies under Board Decision No. 278 of 2025. Currently, over 30 additional applications are under review, indicating a significant number of entities seeking to formalise their operations within the regulated framework.

The registration process mandates comprehensive disclosure, requiring applicants to provide details such as their legal name, structure, business purpose, registered head office, executive management, legal representatives, and official contact information. This transparency measure aims to empower market participants to readily verify licensed debt collection firms. Furthermore, prospective registrants must submit articles of association, audited financial statements, and evidence of previous debt collection contracts. The FRA commits to reviewing each application and issuing a decision within 30 days of receiving complete documentation.

Key regulatory stipulations for debt collection companies include incorporation as commercial entities with debt collection as an authorised business activity. A minimum issued and paid-up capital of EGP 10 million (or foreign currency equivalent) is required, alongside shareholders’ equity of no less than EGP 20 million. An exception is made for companies with at least three years of operational history in debt collection prior to application, provided their shareholders’ equity does not fall below their paid-up capital.

In parallel, the FRA is enhancing consumer protection by mandating that non-banking financial institutions inform customers about contracted debt collection firms, methods for verifying collector identities, and official communication channels. These institutions are also tasked with monitoring complaints against debt collection companies and implementing necessary corrective actions. The FRA Chairperson retains the authority to impose administrative measures, including warnings, suspension, or removal from the register, for non-compliance, ensuring the integrity and fairness of the market.
