No CBN account, no budget disbursement for PFIPC – Accountant-general

The Office of the Accountant-General of the Federation (OAGF) has dismissed claims that the Presidential Foreign Intervention Promotion Council (PFIPC) has accessed public funds, insisting that the organisation neither operates a Central Bank of Nigeria (CBN) account nor has it received any budgetary disbursement from the federal government.

The clarification follows growing public scrutiny over the council’s inclusion in the 2026 Appropriation Act and allegations that it had begun operating as a government agency.

Speaking on the development, Bawa Mokwa, the director of public relations at the OAGF explained that although an application was initiated to open a CBN account for the council, the process was never completed because the promoters failed to submit the documentation required to activate the account.

He said the absence of an operational account meant there was no channel through which government funds could be released to the organisation.

According to Mokwa, the accountant-general’s office had not paid any money to the council and no budget allocation had been accessed.

He also rejected reports suggesting that salaries had been paid to workers of the organisation, maintaining that no employee of the council had been enrolled on the Federal Government’s payroll.

Mokwa explained that before any government agency can recruit staff or receive personnel funding, it must first obtain the necessary approvals from the Federal Character Commission, the Budget Office and the Federal Civil Service Commission before forwarding employees’ records to the Accountant-General for payroll capture.

He said none of those statutory procedures had been completed by the PFIPC.

The OAGF further stated that while the council appeared in the 2026 budget estimates, it had not reached the stage where it could legally receive government funds.

The clarification comes amid ongoing investigations into the activities of the controversial council following allegations surrounding its establishment, operations and budgetary allocation.
