Togo Advances Major Housing Initiative with AfDB Financing, Seeks Technical Expertise

Togo is entering a pivotal implementation phase for its ambitious project to construct 20,000 affordable housing units. The government, operating through the Urban and Municipal Development Agency (CITAFRIC), has initiated a call for expressions of interest to secure a firm tasked with developing the comprehensive architectural and technical specifications for this large-scale program.

This critical mission, financed by a loan from the African Development Bank (AfDB) Group, aims to meticulously define the technical, architectural, functional, and environmental parameters for the forthcoming housing developments. The resulting specifications document will serve as the foundational basis for the subsequent selection of private developers under a public-private partnership (PPP) framework. Interested firms have until July 29, 2026, to submit their applications, as indicated by the AfDB.

The initiative directly addresses Togo’s significant national deficit in decent housing, which the AfDB estimates at nearly 500,000 units. This initial phase, encompassing 20,000 dwellings, is projected to cover approximately 4% of the identified housing needs.

The primary development site is strategically located in Kpomé-Dalavé, within the Zio prefecture, spanning an extensive 1177 hectares. Additional sites are planned for Sagbado-Avoèmé and Yokoè-Kopégan, with the future neighbourhoods designed to incorporate essential infrastructure, including road networks, sanitation systems, public facilities, and adherence to energy transition standards.

According to Kodjo Sévon-Tépé Adedze, the Minister of Territorial Development, Urban Planning, and Housing, technical studies for the project are now complete, marking the transition into the implementation stage. Following the recent recruitment of technical experts, the development of detailed specifications represents a crucial structuring step. This precedes the launch of consultations for private developers and the eventual commencement of construction work.

This significant housing development underscores Togo’s ongoing commitment to improving its business environment, as evidenced by its strong performance in global rankings such as Doing Business. The country has consistently implemented reforms across various indicators, including business creation, contract enforcement, foreign trade, building permits, electricity connection, property transfer, public procurement, and tax payment, aiming to attract investment and foster economic growth.
