Kenya’s Communications Authority Mandates New Licensing for ICT Equipment Importers

The Communications Authority of Kenya (CA) has implemented stringent new licensing requirements for companies involved in the importation and distribution of communications equipment. This regulatory overhaul, effective immediately, aims to enhance oversight and streamline the governance of Kenya’s dynamic telecommunications market.

Under the revised framework, all entities intending to import and wholesale communications equipment must now secure a Communications Equipment Distributor (CED) Licence prior to introducing such goods into the country. This directive stems from the revised Telecommunications Market Structure, published via Gazette Notice No. 3335 on March 6, 2026, in accordance with the Kenya Information and Communications Act.

The mandatory CED Licence is a prerequisite for firms seeking to import communications equipment, obtain type approval from the Authority, and subsequently clear their products through the government’s TradeNet system. This multi-stage process ensures that all communications equipment entering the Kenyan market meets established standards and regulatory requirements.

David Mugonyi, Director General and Chief Executive Officer of the Communications Authority, clarified that the new rules extend to existing licence holders. Companies currently operating under Telecommunications Equipment Contractor (TEC) or Vendor Licences who engage in the import or distribution of communications equipment are now required to apply for the CED Licence. This immediate requirement ensures continuity of compliance for established players in the sector.

Mugonyi emphasised that this initiative is integral to the implementation of the revised telecommunications market framework. The objective is to create a more efficient regulatory environment for communications equipment entering Kenya and to bolster the overall supervision of the Information and Communication Technology (ICT) sector.
