The strike has drawn fierce condemnation from NATO allies and European Union leadership, escalating geopolitical tensions along the alliance’s eastern flank.

According to the Romanian Ministry of National Defence, the incident occurred during an overnight Russian assault targeting Ukrainian civilian and port infrastructure across the Danube River. The drone entered Romanian airspace at 1:54 a.m., disappearing from radar tracking just south of Galati before its full military payload detonated upon impacting the roof of the high-rise structure.

The blast resulted in extensive structural damage to the top floor, forcing emergency response teams to evacuate residents from the affected sections of the building.

Galati sits in a highly sensitive border zone in far southeastern Romania, positioned directly across the river from Izmail, which is home to Ukraine’s largest Danube port and remains a frequent target for Russian air strikes.

As the cross-border attack unfolded, Romanian military command centers activated emergency public alert systems for residents in the area, instruct ing citizens to take cover. The air force scrambled two F-16 fighter jets to monitor the situation, authorizing pilots to engage hostile targets as the situation developed.

The strike represents a significant escalation, as defense officials noted that Russian drones have breached Romanian airspace 28 times since Moscow began attacking Kyiv’s ports across the Danube.

Romanian Foreign Minister Oana-Silvia Toiu summoned the Russian ambassador to Bucharest, publicly labeling the strike a serious and irresponsible escalation. Toiu stated that Romania has officially petitioned the European Union and NATO to accelerate the direct transfer of specialized anti-drone defense capabilities to reinforce its borders.

The international community responded swiftly to the airspace violation. NATO spokesperson Allison Hart confirmed that the alliance condemns Russia’s recklessness and will continue to strengthen its defenses against all threats, including drones.

European Commission President Ursula von der Leyen stated that the bloc is actively preparing additional sanctions against Moscow, noting that Russia’s war of aggression has crossed yet another line. Allied nations also showed unified support, with French Foreign Minister Jean-Noel Barrot summoning Russia’s ambassador to Paris to protest the irresponsible act against an EU and NATO member, while Latvian President Edgars Rinkevics voiced full solidarity with Bucharest and backed appropriate measures to prevent future violations.
