Gabon Secures $920 Million Eurobond, Signalling Renewed Investor Confidence and Development Push

Gabon has successfully re-entered the international financial market with a $920 million Eurobond issuance, a significant move underscoring renewed investor confidence and the nation’s commitment to financing key development projects. Announced on July 30, 2026, by the Ministry of Economy, Finance, Debt, and Holdings, this operation significantly surpassed the initial target of $750 million, demonstrating robust demand from global institutional investors.
This landmark transaction, driven by the high impetus of President Brice Clotaire Oligui Nguema, represents a substantial step in Gabon’s strategy to mobilise external financing. The success of this issuance, which is among the largest ever in the CEMAC zone, provides the Gabonese State with crucial additional budgetary flexibility. It aligns with the provisions of the amending finance law, which permits up to $1.5 billion in international market issuances.
The proceeds from this Eurobond are earmarked for financing development projects, a strategic shift from the November 2024 issuance primarily focused on debt buybacks. With a seven-year maturity and a three-year grace period for repayment, the bond carries a coupon of 9.375%. This rate is notably lower than the 9.5% of the previous issue, reflecting an improvement in Gabon’s financing conditions and a testament to the effectiveness of recent economic reforms.
According to the Ministry of Economy and Finance, this achievement is a direct result of reforms aimed at restoring macroeconomic balances and bolstering the confidence of financial partners. Under the leadership of Minister Thierry Minko, the government has implemented several structuring measures. These include the adoption of an amending finance law that reduces public spending by approximately 900 billion CFA francs while safeguarding priority investments. Furthermore, the repatriation of RES funds, estimated at 200 billion CFA francs, is intended to strengthen Gabon’s and the CEMAC region’s foreign exchange reserves.
The resources generated from this issuance will be strategically allocated to critical structuring projects, particularly within the energy, water, and infrastructure sectors. The objective is to enhance the living conditions of the Gabonese population and propel the country’s economic transformation. This successful fundraising effort signals to international markets and financial partners Gabon’s unwavering commitment to an economic policy centred on stability, investment, and growth, with an ambitious target of achieving 4% economic growth this year. For legal professionals, compliance officers, and investors, this development highlights a more favourable and stable environment for engagement with Gabon’s economy.
