ICPC Uncovers Two More Fake Government Agencies in Massive Fraud Probe

The Independent Corrupt Practices and Other Related Offences Commission has uncovered two additional fraudulent government agencies connected to Adeniyi Matthew Adeyemi, the self-proclaimed Director-General of the Presidential Foreign Intervention Promotion Council, as investigations into the alleged scheme continue to deepen.

The ICPC Chairman disclosed this development while briefing State House correspondents after presenting the commission’s interim investigation report to President Tinubu at the Presidential Villa, Abuja.

According to the chairman, investigators established that Adeyemi was never legitimately appointed by the Federal Government, and that the Presidential Foreign Intervention Promotion Council lacked any legal foundation, having neither been established through legislative action nor executive order.

The interim findings revealed that Adeyemi’s appointment letter was fraudulent, while the fake council unlawfully occupied offices and utilised official instruments previously belonging to the defunct Presidential Economic Advisory Council.

The commission chairman explained that the syndicate operated from the former council’s office space, engaging in impersonation, false representation, and other illicit activities by exploiting gaps in verification procedures and coordination mechanisms among government agencies.

He revealed that investigators additionally discovered two other fictitious government entities, created using forged legislative instruments and subsequently used to open bank accounts facilitating illegal activities.

The chairman further disclosed that Adeyemi had altered the fraudulent organisation’s name at one point, apparently attempting to broaden its scope to encompass revenue generation activities.

He clarified that investigation findings indicated no funds were approved or disbursed to the fraudulent entities, and that no systemic weaknesses existed within State House or Central Bank operational systems.

The commission recommended prosecution of Adeyemi, disciplinary measures against public officials alleged to have facilitated the fraudulent agency’s operations, and reforms strengthening internal controls across government institutions.

According to the report, officials from multiple federal government offices were identified as having collaborated within the scheme.

The chairman emphasised that investigations remain ongoing, describing the report as interim while investigators continue uncovering additional details necessary for filing criminal charges against Adeyemi and his alleged collaborators.

He added that President Tinubu had received briefing on the findings and reaffirmed his administration’s commitment to transparency and accountability in resolving the matter.

The commission’s investigation began following questions raised regarding the existence and activities of the fraudulent council, an organisation that allegedly presented itself as a legitimate federal agency despite lacking any legal foundation.

Earlier investigative findings established that the council was never legally created, while its alleged director-general was found to have utilised forged appointment documentation and unlawfully occupied facilities belonging to the former economic advisory council.
