Lagos State Accelerates Digital Transformation with Landmark Public-Private Partnerships

Lagos State has embarked on a significant digital transformation initiative, signing four major public-private partnership (PPP) concession agreements designed to enhance public service delivery across critical sectors. These agreements, focusing on healthcare, transportation, digital governance, and outdoor advertising, signal a strategic pivot towards leveraging private sector investment and technological innovation to improve the daily lives of residents and streamline government operations.

The agreements were formalised through a ceremony coordinated by the Office of Public-Private Partnerships, in collaboration with key ministries including Health, Transportation, Justice, and Environment and Water Resources. The Motor Vehicle Administration Agency (MVAA), Lagos State Blood Transfusion Committee (LSBTC), and the Lagos State Signage and Advertisement Agency (LASAA) are central to these new ventures.

A cornerstone of this initiative is the development of MyLagosApp, a unified digital platform intended to provide residents and visitors with seamless access to a comprehensive suite of government services. LA Crème Nigeria Limited, supported by MTN Nigeria, will undertake a 10-year concession to design, finance, build, operate, maintain, and eventually transfer this platform. MyLagosApp aims to consolidate services such as payments, traffic updates, emergency support, business information, and tourism resources into a single, accessible interface. Mrs. Bukola Odoe, Special Adviser to the Governor on Public-Private Partnerships, highlighted the practical impact of these partnerships, stating, “Government is at its best when it is practical – when policy leaves the boardroom and shows up in the hospital ward, at the licensing office, on the commuter’s phone and along the streets of our city.”

In the transportation sector, a 20-year concession agreement has been inked with Anchor Advisory Partners to fully automate the operations of the MVAA. This project will digitise vehicle registration, licensing, and associated services, creating an integrated platform to enhance service delivery, strengthen regulatory oversight, and improve revenue administration. Lagos State Commissioner for Transportation, Oluwaseun Osiyemi, affirmed the government’s commitment to modernising public services through technology, expressing confidence in the forthcoming benefits for residents.

Furthering the state’s commitment to advanced public health infrastructure, concession agreements have been signed with five private firms to establish a standardised blood screening and certification system across five public hospitals: Ikorodu General Hospital, Alimosho General Hospital, Gbagada General Hospital, Lagos State University Teaching Hospital, and Lagos Island General Hospital. This project will implement fully automated chemiluminescence technology, adhering to World Health Organisation standards, with Swiss healthcare company Roche providing the diagnostic technology, maintenance, and quality assurance. These comprehensive agreements underscore Lagos State’s broader strategy to expand private sector involvement in critical infrastructure and enhance access to efficient, technology-driven public services.
