The Jomoro Municipal Assembly has demolished a storey building at Elubo in the Western Region for allegedly being constructed too close to the highway and without the required permit.
The demolition took place on Saturday, August 1, 2026, with support from the Ghana Police Service and the National Disaster Management Organisation (NADMO).
According to the Assembly, the building belonged to Isaac Kwame Agyapong Aninkrorah. Construction reportedly started in 2024 and continued into 2025, when the municipality had no substantive Municipal Chief Executive (MCE).
Speaking to GhanaWeb’s Western Regional Correspondent, Daniel Kaku, on Friday, August 7, 2026, Jomoro MCE Benedict Boadi said he only became aware of the building after he was confirmed as MCE on May 8, 2025.
Boadi said the building was too close to the highway near the Ghana-Cote d’Ivoire border and posed a safety risk.
“The building is very close to the highway near the border. It poses a serious danger and could cause havoc in future,” he said.
According to the MCE, the Assembly ordered the owner to stop construction, but the directive was allegedly ignored.
“When he informed me about his project at that time I had not seen it. Later I received unconfirmed reports that someone was building along the highway at Elubo. I went there, saw the project and directed my staff to write to him to stop the work. But this man did not mind us. He used the nights to continue. We had a security meeting and it was agreed that the building should be pulled down, and we did it,” he said.
Boadi said he would not allow people to construct buildings along roads in the municipality without following the law.
“If my predecessors did not do it, as for me I will not allow anybody to build along the roads. I know people will say I did not try but I was working according to the laws of this country,” he added.
He warned that other structures built along roads without the required permits could face similar action.
Some Elubo residents who spoke to GhanaWeb blamed former MCE Louisa Arde, alleging that the previous administration failed to act while the building was being constructed.
However, the owner, Isaac Kwame Agyapong Aninkrorah, has challenged the Assembly’s action and said he is seeking justice.
He claimed he had invested more than GH¢4 million in the project before it was demolished.
According to Agyapong Aninkrorah, he built his original house and offices in 2006. He said the property was not affected when the Ministry of Roads and Highways upgraded the Elubo-Agona Nkwanta road in 2015.
He said that in 2024, he informed the late Chief of Elubo about his plans to extend the building by adding rooms to its forecourt and was given permission.
Agyapong Aninkrorah also said he applied to the Lands Commission in Sekondi to register the plot. According to him, the Commission requested comments from the Jomoro Municipal Assembly, but he did not receive a response while construction continued.
He further alleged that he later met Benedict Boadi to discuss the project and received support to proceed with construction.
Boadi, however, denied the allegation and insisted that he never gave permission for the project.
The Jomoro Municipal Assembly has advised developers and residents to obtain approval from the Physical Planning Department before starting construction projects to avoid similar situations.
